The Department of State Lands’ Roles in Portland Harbor
Richard will be discussing DSL’s various roles in the Portland Harbor Superfund Site. The presentation will focus on DSL’s proprietary authorization of remediation and habitat restoration activities, but will also cover the basics of submerged and submersible lands and a few of DSL’s partnership efforts, including development of a Harbor-wide Institutional Control Implementation and Assurance Plan and Harbor-wide Information Management Plan, Remedial Design Funding Offer, and Willamette Cove Remedial Design.

About the Speaker
Richard Fitzgerald is the Portland Harbor Superfund Specialist at the Oregon Department of State Lands. He coordinates between DSL, public agencies, and other stakeholders on matters related to the Superfund site and proprietary (access) authorizations. He serves as a lead on proprietary authorization for remedial work and habitat restoration. He also is the principal land manager for the mainstem lower Willamette River and as such is the primary contact for non-remedial leases, easements, and access agreements.
Richard has a bachelor’s in biology and natural resources management from the State University of New York College of Environmental Science & Forestry and a JD with a Certificate in Environmental and Natural Resources Law from Lewis & Clark. Richard has spent most of his career working for state environmental and natural resource agencies on topics ranging from culvert replacements to mitigation banks to municipal water supply and flood control facilities. In his relatively short time at DSL, he has worked on wetlands permitting, filled lands assessments, and proprietary authorizations. Richard lives in Portland an enjoys backpacking, music, and mountain biking.
